Lowest step on mudbrick stairs have no light level

Issue Description:

The lowest step on a mudbrick stair, have no light level at all.
Items thrown there are very dark, and mobs spawn even if it's a tourch on the block next to it.

Steps to reproduce:

  1. Place mudbrick stairs
  2. Throw an item on the upper step and the lower step
  3. Observe the different in light level

Additional Information:

If you need logs, please tell me. But I can't really see how that makes a difference for this issue.

Same issue in both scenarios:
1: MC 1.10.2, Forge 12.18.3.2221, BOP 1.10.2-5.0.0.2109
2: MC 1.11, Forge 13.19.1.2199, BOP 1.11-6.0.1.2137

No other mods installed. No optifine or anything else.
