I am at a loss on how to get back my bits that I misplaced. Because clicking on the placed "Bit Collection Block" with the chisel, does nothing. Left clicking will just make me break it and collect the "Bit Collection Block." Right-clicking does nothing.

Crafting with it does nothing. Nor does crafting it with a chisel.
