More redstone block issues

When placing a redstone block directly on a rail, so that the block powers the rail which moves the block, the rail remains in powered state until it gets another block update.
This means it doesn't accept the next redstone pulse and in fact the powered state is behaves strange when a redstone block is directly in front of the rail. You can prevent the rail from doing anything because it gets stuck in a powered state without moving
