Use an efficient file format instead of gif

Since GIF encoding results in huge file sizes for very low quality results, why not switch to something more efficient like webm or mp4 for example? This would allow for significantly better quality results while also reducing file size massively. This saves on hosting costs and provides a much better user experience since one can record better quality clips. As it stands right now it is really hard to even make out specifics or read text in the clips.

The intent is to do so later, hosting costs are of zero importance, we just wanted to gauge reception and usage before investing further time in the mod.
