In a previous version (1.19.4), all of this mod's pressure plates stopped water, however that doesn't appear to be the case any more? Is this intended behaviour?

No, it's not intentional, Mojang changed something in 1.20 that I hadn't seen. Thanks for reporting this! It will be fixed soon.
