you can add fluids to the ARC by putting a full bucket in the fluid slot. I'd expect you to be able to extract these same fluids by putting an empty bucket in that slot (or other tank, perhaps), or by clicking on the fluidstack with an empty bucket in hand, or by clicking on the ARC with an empty bucket. However none of these methods work to extract the fluid.
