You need to use the cloth-config API. This gives the bobby mod an in game config screen. When I tried to do this, it didn't work, but you can also change the configuration by going into the bobby config file. You can do this by going to .minecraft/config and editing the bobby file in notepad. Once you are there, you can look for the line: "max-render-distance=XX". Change XX to your desired render distance, save the file, then you should be able to see the option to raise your render distance in-game.

As it says in the README file, to get the ingame config screen you need to install ClothConfig.
Be sure to get the Fabric version, not the Forge one.
