Investigate performance improvements for floating flowers

Floating flowers are now BakedModels and as such have quite a bit of overhead if you render a bunch (= anything more than about 10-16) of them animated in TESR.
I need to get with Fry and figure out a way to optimize this using the batched FastTESR system / Animation API
There's an option already that I added to render them statically as part of the world (read: extremely fast), but who likes unanimated stuff?!
