[1.15.2] Rune of Winter recipe requires minecraft:snow and minecraft:snow_block instead of two of any of those items

Steps to reproduce:

  1. Get all required ingredients needed for, but with two snow blocks and not a snow block and snow layer
  2. Throw all ingredients onto the altar
  3. Craft fails to create the rune due to invalid materials

What I expected to happen: Rune of winter is able to be crafted with any two snow blocks and/or snow layers, like in prior versions.

What happened instead: Recipe requires both a snow block and a snow layer, causing the altar to not craft the rune
