Tigerseye's effect isn't persistent across saveloads

- Convert a creeper into a passive one via the Tigerseye
- Chase it out of the flower's AoE or remove the flower
- Reload the world
- Creeper targets survival players again
1.17.x-fabric HEAD, although i also don't see anything in the forge 1.16 version to persist this
