Issue description

Thought of this when people were debugging a contributor thing today, but old versions of mc need old versions of Java and eventually given enough decades the certificate store will be too old to access GitHub to pull the contributors file. In that case (or in any offline case), we should just ship a copy of the contributors file as it was during that release and reference that. It'll be better than nothing.
