There shoud be have bows tag
and maybe it also doesn't have on 1.21 neo forge(i checked repo not found bows.json)

1.21 mod loaders provide conventional tags, which are the same between Fabric and NeoForge, so we generate them in the Xplat module now.
A bit late for the 448 release, but that's not the last 1.20 release we will have.
