Issue description

Rod of the seas will place water next to or on top of the cauldron, rather than filling it.

Steps to reproduce

Place cauldron
Rod of the seas it
Get very wet

Other information

Note this cannot be fixed by making the rod of the seas respect forge capabilities as the cauldron doesn't have one by default (not until neoforge in 1.21 something). It will just need special casing.
