I was looking around the Hour Glass source, and noticed that on the updateTick the block state is being updated to the off position, even when the block is already turned off. From what I have seen, this doesn't cause a noticeable impact on performance, however it does load the chunk onto the stack, some updates with the lighting, and in this case a client update packet. In my tests, checking the state before updating the state back to the off position did not cause the functionality to break. I might be wrong about this, but I think it might be worth looking into.
