The Rod of the Skies will recharge almost instantly if you only use a tiny amount of it, which lets you do repeated short clicks to ascend as high as you want, and remain in the air indefinitely as long as you have mana.

This doesn't seem like intended behavior to me, since the description in the Lexica says that you're supposed to use it like a bow.
