Sparks with dispersive augment don't transfer mana properly.

If a spark has a dispersive spark augment on it, other sparks with dominant augments and terrasteel agglomeration plates don't pull from the pool with the spark.
not sure if this is intended as even back to 1.7 dominant sparks only pull from augmentless sparks
