A player on my server discovered that sometimes when a chunk unloads, all sparks will be removed.

How to reproduce:
Step 1: Place a spark above a mana pool

Step 2: Log off until the chunk is unloaded by Sponge
Step 3: Your spark will be gone

Sorry to make this issue.
Little after making this issue I figured out it was a grief prevention flag messing with entity spawn.
