Animated torches do not create enough block updates

Animated torches provide power through blocks (just like regular redstone torches), but do not update them.

On the right: a redstone dot that isn't lighting up, when it should be.
On the left: when I artificially apply block updates to the redstone dust, it lights up when the torch faces it, as I would expect.
