Having a look through the recent commit log, it appears to be related to #2826. Returning true in this function prevents the default block harvesting from happening, which means the block state is never actually set to air as removedByPlayer is never called.

While this might fix the issue with shearing leaves dropping apples, it definitely creates a much bigger issue imo.
