There's 2 scenarios that consume blocks. The first applies to all blocks, except for some reason Immersive Engineering (if you're interested in checking that out). This also only applies while holding a stack of more than 1 item (in other words, at least 2).

Starting with this setup, shift placing a block will consume 1 item from your hand.

The second scenario is exclusive to slabs. This one does consume items from Immersive Engineering as well as all other mods tested.

Starting with this, shift-placing the top half of the slab will cause the consumption.

This may be directly correlated with the next issue I post in a few minutes, which involves unintentional resetting of the Ring of Loki.
