Forge version: all Forge versions for MC Ver 1.12.2 and 1.7.10
Botania version: all Botania versions supports MC ver 1.12.2 and 1.7.10

Steps to reproduce:

1. Equip Flügel Tiara (with or without mana providing item in inventory, and don't have Flügel Eye)
2. Equip an item that allows you to fly from other mods (if it require resources, make sure have enough resources)
3. Try to fly (if have enough mana then just wait until the flight bar from Flügel Tiara gose empty)

What I expected to happen:
I should fly since those items from other mods don't require anything to fly, or use thier own fly-resources like RF-Energy

What happened instead:
If i don't have mana i can't fly (or just randomly able to fly for a very short period), or if i have mana, i fly for the time the Tiara allows me to fly and fall.

PS: i read the source code... think conditionally allow player to fly without checking if they are allowed to fly even without the item might be the reason to make this happen. The code is there for many versions as it has the same issue in 1.7.10
