Manaseer Monocle stops working once applied as a Cosmetic Override

Version Information
Forge version: 28.1.102 for 1.14
Botania version: selfbuilt, commit 2b21223
Steps to reproduce:
- Apply Manaseer Monocle to arbitrary other bauble (I used a Benevolent Goddess Charm)
- Equip other bauble
- Look at flower
What I expected to happen:
Manaseer overlay
What happened instead:
Nope
i think that's intended, there's the "cosmetic" and the thing you're applying it to ("target").
The target retains its functionality (since that's the actual item under the hood), the cosmetic only retains its looks (since it's just an NBT tag sitting on the target item).
