What happened:
As per title, it's a plains biome, not a hell biome, and it's void. No vanilla nether, no fortresses, no nether mobs, etc. No means to obtain necessary nether resources.

What I expected to happen:
Either
A) Generate vanilla nether, as per previous versions,
or alternatively, and perhaps more interestingly,
B) Generate void nether with the correct hell biome, and add alternative means to obtain nether progression items despite the void nether.
