Rod of the Terra Firma just doesn't work

Version: 28.1.92 forge, d0be840 on master
Steps to reproduce:

  1. Open a creative Botania world
  2. Grab a full Band of Mana + Rod of the Terra Firma
  3. Ensure above sealevel, then hold down rod

What I expected to happen: Land flattens

What happened instead: Nothing. No sounds play, no blocks break or spawn, no mana drains
