Manasteel/elementium shears do not work like normal shears in a dispenser

Further Information
Steps to reproduce:
- Get some manasteel or elementium shears
- Put them inside a dispenser
- Get a sheep in front of the dispenser, then power it
What I expected to happen:
- The dispenser would shear the sheep, like vanilla behavior.
What happened instead:
- The dispenser just throws out the shears like any other item.
