Flying in creative/spectator mode while wearing a flugel tiara drains mana

Further Information

  1. Wear a flugel tiara
  2. Get a mana tablet with mana in it
  3. Set your gamemode to creative or spectator mode
  4. Fly around

What I expected to happen:

  • No mana would be drained since I'm in creative/spectator mode.

What happened instead:

  • Mana is still being drained.

This appears to have been reported before and marked as fixed (#3161), but its back again in the latest build.
