Changing Rann's behavior with the wand doesn't work like with the other flowers

Other flowers like hopperhock and daffo doesn't change its behaviour if the player is not sneaking when using the wand in function mode, the rann does, it also does it with the wand in bind mode.
Also, the changing modes with the wand is not documented in the lexica.
