Mana blaster cooldown never refreshes with haste 4 or higher

Steps to reproduce:

  1. Gain haste 4 through any modded means
  2. install any lens into the mana blaster
  3. Attempt to shoot twice. The first shot will fire as usual, but cooldown never refreshes and is unable to fire any more.

What I expected to happen:
Cooldown should be very low or instant, depending on haste level

What happened instead:
Able to shoot one burst, then the blaster can never fire again
