I'm not sure if this is intended or not so I figured I'd ask. Is the Terra Shatterer suppost to devolve rank over time. From B - C and so forth. No one I've talked to has been able to answer this.

That's intended, it loses mana passively while it's enabled, which makes it lower its rank.
