[1.18.1] Amethyst Clusters Broken by Manapick or Terrapick Always Drop 2 Shards Only

Issue description
When broken with any level of pickaxe, fully grown amethyst clusters should drop at least 4 shards, with a probability of dropping more if the pick is enchanted with fortune. However it is as if the player is harvesting with their bare hands if the cluster is harvested with Manapick or Terrapick. The fortune enchantments on these pickaxes are also inactive.
Steps to reproduce
- Place down some amethyst clusters on the ground.
- Give yourself a vanilla pickaxe, and both aforementioned pickaxes.
- Break the clusters with these pickaxes.
- Observe that when using the vanilla pickaxe 4 shards will drop, but with modded ones only 2.
- Use the /enchant command to apply fortune to the pickaxes. and do step 3 again.
- Observe that there is a chance to drop more shards for the vanilla pickaxe, but the modded pickaxes still drop 2 only.
