Issue description
Title. The new force relay piston moment code seems to not care if the block the force relay is bound to is air or unable to move, it will always be able to move regardless of that can that can break some things. Video for visual proof:

Steps to reproduce
- Bind a force relay to a block
- Either break the block or have an immovable block that the bound block is trying to push into
- Bound location of the force relay moves, despite the fact it should not be able to
