Issue description

Rod of the Shifting Crust is not recognizing Rod of the Highlands as a source of dirt blocks

Issue does not affect Rod of the Lands, Rod of the Depths, Rod of Terra Firma

Steps to reproduce

  1. In Survival Mode, equip a Rod of the Shifting Crust with both a source of Mana and a Rod of the Highlands in the inventory
  2. Configure the Rod of Shifting Crust to replace blocks with dirt
  3. Observe that the count of dirt blocks in the inventory that appears next to the cursor does not take into account for the total blocks the Rod of the Highlands is capable of producing from the inventory's Mana
  4. Observe that no blocks can be replaced with dirt by the Rod of the Shifting Crust if the Rod of the Highlands is the only source of dirt in the inventory or associated Ender Chest

Other information

Tested with only Botania and Quark, their direct dependencies, and JEI
