Issue description

Freshly placed hopperhocks seem to ignore the fill level of a mana tablet in item frames on adjacent containers.

Steps to reproduce

1. Place an Everlasting Guilty Pool and switch its mode to fill mana items.
2. Throw a mana tablet into the guilty pool to fill it.
3. Place a chest nearby, attach an item frame and put the tablet into the frame.
4. Place a hopperhock (any variant) next to the chest, in range of the pools.
5. Throw a new mana tablet into the guilty pool. (It starts filling, but is quickly grabbed by the hopperhock.)

Other information

I can confirm that a 1.16.5 Botania version properly respected the fill level of mana pools.
