Issue description

The Rod of the Shifting Crust swaps item slots with the targeted replaced blocks instead of remaining in-hand. Video demonstrating what happens.

Steps to reproduce

1. Grab rod
2. Shift right-click desired block
3. Right click or left click block to be replaced
4. Target block ends up in slot where rod was

Can confirm with latest Botania snapshot build on Forge, but not on Fabric.

Doesn't happen with botania alone, rather it seems to be a problem with quark with tool restock enabled (and possibly with any other mod that has this feature)
