Issue description

Back in 1.12.2 the Spectral Platform block was able to support redstone blocks on top. This apparently changed, as in the current version it's not possible to place redstone dust, rails or e.g. a comparator on top of a spectral platform, either by right-clicking the platform directly (with or without shift key held), or by placing the block against a helper block that would position it above the platform.

Steps to reproduce

Build a block configuration as shown below, then attempt to place redstone dust directly on top of the platform or against the glass block.

Other information

The Botania changelog does not mention any changes to platforms in that regard, so presumably that change was not intentional.
