I had to use a Command Block to add the tag to the item (or rather spawn the item with the tag), but when I did it rapidly cycled through weapon types. My guess is that this happens because the "item" in question is something like "QuiverBowComboItem" and is actually multiple different weapons all occupying the same item ID.

Since this is something that required a Command Block to produce, and thus will never appear in Survival, this may not even be something you need to bother with. I just thought it was an interesting little "bug" (it's pretty amusing to watch too, you should try it).
