Created with an Alchemy Catalyst, several Timeless Ivy, and probably something else expensive like Elementium/Dragonstone blocks. Fully repairs anything with durability (armor, tools, weapons, Railcraft bore heads...), for an amount of mana proportional to the durability restored and amount of enchantments - and this could become VERY expensive if the operation is extensive enough. Also removes dye from wool ("restoring" it to its un-dyed state), turns Botania's Quartz shards back into Nether Quartz, transforms Metamorphic Stone back into Stone, could turn Prismarine back into Nether Quartz... and more, if it fits this theme. Would probably need a blacklist for mod items that use metadata for something other than durability, like QuiverBow weapons.

Alternatively, the "repair" function could be performed over time, like how a Mana Tablet soaks up Mana.
