Aye, I was planting agricarnation in my mixed farm and seen that it does not work on nether wart, checked the code for it and as much I understand the agricarnation works with block updates so it could work with it just not passing as a plant.

Is it on purpose or just a feature that no1 requested yet?

It's a side effect of the way I do the checking. Won't fix.
