No, that'd mean you could infinitely farm saplings from one leaf block.

Just checking the normal mechanics and both vanilla tall grass and vanilla leaf blocks drop seeds and saplings when sheared.

Hmm you seem to be correct. Just loaded a pure vanilla and it doesn't happen.
