With no enemies in range, Rod of the Thundercaller crashes

Yea I noticed that. Its a bug with the targeting code, it gets stuck in an infinite loop for some reason. It should only be an issue on develop since I've been tweaking the targeting code.
Doesn't seem like a loop so much as an NPE
