Describe the bug
The depth dropper effect seems to affect both mobs and players in spectator mode, which is not only annoying, but also messes with mobs AI and their ability to swim. I'm not sure if the latter is intentional or not but it really does make the mobs in the structure easier to avoid and makes it more difficult for them to attack you

To Reproduce
Any mob in the ocean towers range is affected by the effect

Expected behavior
At the very least, it shouldn't apply to players in spectator mode, makes looking through the structure annoying

Additional context
If, at the very least, we can toggle this by a config option, that would be appreciated
