Pink Oil with useSwappableSprites = False

BuildCraft version: 7.99.22
Forge version: 1.12 - 14.21.1.2443

Singleplayer or multiplayer: Both
Steps to reproduce: Set useSwappableSprites = False in the main.cfg
Additional information:
If useSwappableSprites is set to False then the oil shows a pink texture. This is with no other mods installed other than Buildcraft and without any resourcepacks loaded.

I am using BC: 7.99.23, with OptiFine_1.12.2_HD_U_E3. I am using Forge 2815.
Also: useSwappableSprites=true eliminates the errors on load AND fixes the pink oil issue.
