If a Quarry is located in snowy area, trying to notify all block updates during snow it will cause low TPS, the larger is Quarry, the lower TPS you get, example:

512x512 Quarry lowers TPS down to 8% until snow ends.

This should be partially fixed in 7.99.24.5 - the performance issue should be fixed, however it still acts as an infinite snowball collector. (I'm not sure if I want to change that though - as it does make sense, and you can always cover the roof of the quarry to make it not collect infinite snow)
