Kinesis pipes do not work if doDaylightCycle = false

Bug: While the doDaylightCycle is NOT active, MJ is not transferred by kinesis pipes.
Tested on: SMP server and singleplayer.
Setup: Placed a Refinery with 1 bucket of oil in it, one Golden Kinesis Pipe leading in, then one Wooden Kinesis Pipe attached to a Combustion Engine (fueled and watered) powered by a lever. Enter /gamerule doDaylightCycle false.
Process: When signal is applied to the Combustion Engine, it begins operating but the Refinery does not activate and no power line is observed inside the kinesis pipes.
Enter /gamerule doDaylightCycle true, power line immediately appears in kinesis pipe and Refinery activates.
