Redstone engines don't need to heat up to pump items quickly

On the Resonant Rise modpack, Buildcraft 4.1.0, Minecraft 1.6.2.
When a redstone engine and a wooden pipe are used to extract from a chest, the redstone engine remains on the blue stage indefinitely and the wooden pipe extracts items at a constant rate, approximately equivalent to the old rate of a fully heated redstone engine.
If not for Sengir and Krapht's comments here I would have guessed this was intentional.
