Relicense BuildCraft API to MIT

It's time to make the BC licensing system a bit more modern. First - re-license the API under the MIT license. I need the permissions of following people to continue:

Please post that you permit the BuildCraft team to relicense the BuildCraft API, by which I mean the contents of the api/buildcraft folder, as well as all related build scripts, documentation and other content necessary to use the API, below.

(I'd also like to keep you all wary - there might be a CLA signing project coming up soon to get BuildCraft under a single ownership entity so that future decisions can be made easier)

Apparently all of @AartBluestoke's code was removed with the BC 6.0 Builder API rewrite. Commencing re-license...
