Add tooltips to robots

@hea3ven - Tooltips draw throughout all of BC now, and the current system doesn't lend itself to adding that easily.

WAILA support will be added separately.

It would be nice to have the name of the robot in the name the itemstack displays too, to be able to distinguish when tooltips aren't drawn.
