BC 7.2.0

Well I did a test on all the robots and here are a list of issues I found:

• Planters do not plant (could not reproduce)
• Tank and pump robots don't deposit fluids when an accept fluid action is available
• The Delivery Robot doesn't deliver when an request items action is available
• Miner robot doesn't mine lit redstone ore
• Bomber doesn't Bomb, just sits on the ground
• Placing a helmet on a robot causes this crash: http://pastebin.com/ge8VVkzb

These were all tested with a landmark bound working area

Issue from AlexIIL/Buildcraft_1.8_Issues#91 They were retested in BC 7.2.0
