Replace obsidian pipe with new Chute

Omnidirectional, no extraction from inventories (but pulling item entities), filtering possibilities?
- Chutes should be able to insert into entities as well (for example the hopper or chest minecarts)
When powered with a Redstone Engine, it can pick up entities from the ground near it.
Current obsidian pipe allows autarchic gate to power them. Removing this means same functionality is 2 blocks minimum (chute and engine) and not as controllable (pipe wires)
this is the result of a IRC conversation, idea is to allow the chute to pull in items on top of it like a hopper but not from inventories. with the option to filter what it picks up or not
There, now I have more time. Essentially, the new Chute is an obsidian pipe with a buffer.
- Does not extract from inventories.
- Inserts into inventories or pipes.
- Is omnidirectional (the opening can face any of 6 sides, the pipe/chest exit can face any of the 5 remaining sides).
- When powered with a Redstone Engine, it can pick up entities from the ground near it.
Bonus points if the bounding box and model actually have a hole in which items can fall to be inserted without an RS engine.
