blueprint syncing

currently blueprint syncing seems to semi work
if you make a blueprint in singleplayer and use the electronic library to make the blueprint in another singleplayer world it works. If you go on a server the blueprint is listed in the electronic library and you can make the item but the blueprint doesn't work. No preview rendering and no requried blocks.
blueprints made on servers also show up in the electronic library on clients but don't work like the client-> server ones. the files on the client are created though and at first glance seem valid blueprints (although the header is missing in the client snapshot-client version of the blueprint made in singleplayer)
@afdw since you are working on blueprints could you take a look fixing/implementing this?
